Sirisoft's Splitter allows you to split a large file into smaller files and create a standard. bat file that can be used to reconstruct a copy of the original file. Version 1.5.1 better GUI (with Drag & Drop feature) and the split files also get accumulated in a folder for better handling of split files.

Pros
Creates a subdirectory to contain all parts. This might also be a con, so there should be a setting to let the user decide.
Cons
Doesn't work: the subdirectory only contains the batch file to reassemble the parts, the parts are nowhere to be found.<p>Based on the content of this batch file, we can see that the parts would get a different name than the original file, which may be confusing with many split files.
