This tool was abandoned years ago and ships with an early beta version of dnscrypt that was only intended for testing and that shouldn't be used any more. dnscrypt 1.0.0 was released in 2012 and other (and actually maintained) user interfaces for Windows taking advantage of it have been developed. They are listed on dnscrypt.org.
