Use a professional authoring tool to create, edit and manage cursors for Windows, web sites and applications. Create professional looking static (CUR) and animated (ANI) cursors. The new generation of cursors uses variable transparency (alpha channel). This feature permits creating beautiful cursors with smooth borders and shadows. CursorWorkshop fully supports alpha channel in RGB cursor images. Use drag and drop to easily make attractive cursors from various ready to use image objects in seconds. A powerful editor permits to create cursors using various tools, filters and effects. Once an image is created, add several images formats in one click. Several built in assistants permit creating animated cursors from existing animation files such as animated GIF, FLI/FLC Autodesk animations, RGB filmstrips with alpha channel and more. Use Photoshop and Illustrator plugins to transfer images directly in memory and make your cursors in a few clicks. Batch procedures have been implemented to automatically perform operations on a large number of files. For example, you can create several CUR/ANI cursors from a set of PNG files. Use a powerful librarian to easily manage all your cursor and library files (CUL). A file explorer permits to browse disks and work with files (images, cursors, programs...). This explorer displays files in thumbnail preview mode. Learn how to use the product using a comprehensive Help which contains hundreds of topics including getting started lessons, how to procedures and features reference (150 topics). The product features a fully integrated workspace and is compatible with Windows Vista.

Pros
If you are accustomed with Axialis IconWorkshop you can start immedeatly. A lot of file formats are supported as animated cursors.
Cons
The price is acceptable because I get a lifelong license.
Summary
IconWorkshop and CursorWorkshop are good additions to Photoshop for creating good symbols for your software.
This really is not that good.

Have to pay 49.99! For the whole package. You also have to be very skilled to make it. You really only get a couple of days to use it.

It has an easy to understand interface, great product I actually just download it to make a personal set of cursors but it was better than I expected, I would purchase it if I was always making cursors.
Cons
the Trial is actually less than 30 days (unlike what it claims) It was more like a week or 10 days before the saving function was disabled.

The program is well thought out...the menus are simple and easy enough to use, mainly due to their utilisation of classic windows program layouts... <p> <p>Within moments i was creating cursors and saving them ready for use... <p> <p>It has all the features of fully fledged cursor programs costing $50... <p> <p>I really liked the ability to drag a drop box over any image on screen and have it instantly converted to a cursor...(found a small pic somewhere you want as a cursor...do it here instantly)...

Only things missing were some demo cursors would be nice... <p> <p>and its not full freeware...but you can have everything...the message that pops up asking to suscribe is easy enough to click out of the way...without having to search for any small buttons

so far i'm not happy with a lot of cursor stuff. there are far better tools out there that do a better job then this, and that are free! i don't recommend this.. and the interface isn't very well designed either... find freeware alternatives on download.com -- there are much better ones... i wouldn't pay for this personally.
