Is it a zip or exe file? Windows Vista refuses to open it at all - says it's "an invalid file. The problem may be the way C-Net packages the file - the name shows it to be a zip file within an exe file.
Summary
Since the frequencies used are supersonic and most speakers only go up to 20,000 Hz, your normal speakers can't reproduce the frequencies even if the program does work. You need an output device that will reproduce ultrasonic. You might try running an MP3 or WAV of the sound through a frequency analyzer.

Regular spkrs will NOT reproduce ultrahigh frequency sound...insects are not affected by sound...insects do NOT have ears per se...ANY difference in their environment [like new sounds] will disrupt their behavior momentarily but they will resume their normal activities [feeding, mating, nesting] in due course.
