We created GratisLite so you don't have to use an excel template to create a quote, turn it into a .pdf then send it to a client. At Agilx we develop custom software solutions for business across the U.S. and we use GratisLite to invoice and quote customers so we figured we'd share the love and provide it free online to everyone.

Pros
Its free and can be used in short order. Interface is intuitive enough.
Cons
Very lite on features. long delays with online transactions. Invoice date, due date and terms date not intuitive (or easy to mess up). Other peculiar behaviors.
Summary
Only spent an hour evaluating this free software. Because its web-based you are at the mercy of their servers and processes. It was not a good experience. Long delays with saving invoices as pdf files.
