Add a semi-transparent ruler with keyboard shortcuts to your desktop.

This program is a semi-transparent on-screen ruler to help you lay out GUIs and Web pages or measure anything on your screen in 5 units. Intuitive keyboard shortcuts allow you to precisely position the ruler anywhere on the screen. Both fine and gross positioning shortcuts are available. The ruler may be pinned to any edge of the screen or moved 1 pixel at a time using the keyboard shortcuts. Measuring is simple - just drag the ruler to the item you wish to measure and move the cursor to the other end to measure it. A marker tracks the mouse and the ruler displays the measurement. Additionally, double clicking the ruler resets the length of the nearest side. Transparency can be finely controlled using keyboard shortcuts and the ruler can be "skeletonized", making everything but the edges and the markings completely transparent. Units can be set using the mouse scroll wheel. The ruler can be calibrated in either direction using a physical ruler. Extensive customization options are available by Right-clicking. The color of the ruler background, edges, ticks and font can be set individually. The ruler saves its settings upon exit, so it always looks the way you configured it last. The program installer comes with a built in uninstaller. There is also a portable version (visit the help pages). It is safe for work, since it does not modify your computer's registry. The latest version searches for an update upon start up (if configured to do so) and gives you the option to download the latest version.

Does the job, but two major design bloopers

Four kinds of measurements, and an option to have the ruler be vertical or horizontal

Doesn't have an option to keep the ruler on top ... so if you have to edit something in your program, the ruler vanishes. Makes it much less useful! To flip the ruler, you have to right-click into an options screen, find the correct tab, and change the option ... three steps. The fatal flaw, though: when switching the ruler from horizontal to vertical, the ruler (already near the edge of the screen), went entirely OFF the screen. I closed and re-opened the program ... still off-screen. And the option to switch back to horizontal is only available if you can actually GET to the ruler. My only option seems to be uninstalling it, then re-installing. So far, JR screen ruler is much better than this one; all the needed options are just a right-click away, it has the "stay on top" option, and doesn't get lost off the screen.

It's not terrible, but better rulers are available.

Pros
I installed this shit and It did not install Ruler. It installed crap call "webroot" malware remover. Make PC slower and valunarable. I always trusted CNET. I think its getting a shit by doing these kind of crap to users.

It did not do exactly what I required so I didn't really use it but it seemed fine I guess.
Cons
Did not do what i wanted - I wanted to be able to calibrate the markers manually with my mouse - e.g drag left/right. Note that the product did not correctly uninstall. It left stuff in the start menus.

Not any at all since there is an installation bug with in this software.

Since there is a bug in this program that prevents you from installing the application, it is useless until the bug is fixed.

I use this everyday to lay out web pages and dialog boxes. The keyboard shortcuts make positioning this a snap. And I can change units at will using the scroll button of the mouse. The tracer is the inverse color of the ruler, so I can always see it. Simple App Does the Job Perfectly

Small install and simple to use. Can nudge ruler around with arrow keys. Horizontal or Vertical orientation. Works with Vista.
Cons
Installs as an app, but would be better if it was a simple .EXE without an install.
Summary
As a graphic designer and web developer, this tool is just what I needed. Since my move to Vista I lost the ability to run the previous screen ruler I was using. This free tool provides all of the functionality of that old app and more. On-Screen Ruler is not cluttered with all the extraneous options of other screen rulers. It is a simple app that accomplishes the task with grace.
