One day while designing CSS based web site, it was matter of pixels, and i needed to test wheather IE6 is calculated pixels correctly or not. I googled it, and found 4 or 5 Rulers, but non of em was that professional or handy, just i had to use it since i have no alternative. After days i built my own, it took 1 day of work.

No inch/cm; less functions than other pixel-only rulers

Easy to use It works as designed Light impact on memory usage (<5MB on Win XP) Length and position adjustable even by the keyboard
Cons
No inch / cm unit of measure No transparency No ruler height adjustable Pixel Ace has more functions
Summary
Thank you to publishers for making available this tool for free, however other free rulers cover its functions and do more.
