Add the Hammer and Sickle map to C&C Generals.

This is a re-creation of the Red Alert 2 map "Hammer and Sickle" for C&C Generals. For those not familiar with the Red Alert 2 map it has three islands. Two players start on the mainland, and another two are separated with bridges.
