That'd be bad. Full network access: Everything we do comes from the Internet. Therefore, this app needs access to the Internet. Set wallpaper: Used by, interestingly enough, our wallpaper gallery. Want to download and use a wallpaper from our gallery? You have to have this permission. Test access to protected storage: It's possible for USB storage (see the first bullet point here) to be protected.
