SCARM is freeware and easy to use CAD program for design of scaled model railroad layouts and creating of the corresponding track plans bu use of predefined list with 160+ track libraries . The program has lightweight and intuitive user interface, instant 3D view and many other useful functions and features.
Not that hard to use or learn. Allows sophisticated baseboard layouts, well beyond rectaganal.
Cons
While it installed using Wine on Linux, I guess the author was correct when he said there was no linux version. Had a fairly nice layout started and before I could save it the program locked up, requiring me to kill it. Will have to try on my laptop under Win8
Summary
Judgement is still pending until I see how well it works under its native windows.
Quick and easy, like notepad for track planning!

Pros
Make quick layouts to check design and that it fits space available. No fuzz learning advanced methods. Just check the short video on the site and on you go .. When done or during work, you can check your design in 3D and zoom in/out, turn around in all angles.
Cons
If you are looking for a very advanced program this isn't it. But in my eyes that is an advantage ..
Summary
If you need to make quick layout plans without learning a lot about the program, this is for you.
