File Watcher Simple is a collection of XML configurable file system monitoring utilities (console and WinForms) with logging and task processing support. One instance can be configured to run multiple file system watchers. You can also write your own file system monitors thanks to the class library included in this collection. This version is the first release on CNET Download.com.
Once configured, it efficiently monitors file system activity and is able to log and execute applications as appropriate. Oh, and it's free!
Zero documentation, zero documentation, and operating syntax is not at all obvious. It took hours of trial and error to get FWS to run a perl script against a file.
With even basic documentation and a few examples, this would be very easy to implement.

Correction. There is documentation, though minimal, and examples, if you first run the File Watcher Console program with the /e switch. It creates an xml that FWS will read and you can get a running start on configuring this very handy (if cryptic) utlity.
