From Ringtone Maker :The Ringtone Maker software is just that: an unlimited, unrestricted editor to create a 5-30 sec customized ringtone from MP3, WMA, WAV, Audio CD and OGG files. You select the music file, edit it, and then download it to your phone. There is a graph of the song to help you choose the right segment you want. Plus, now TRM allows you to make customized wallpapers from images on your computer and choose from over 2,000 pre-made true tone ringtone sounds, wallpapers, polyphonic ringtones and animations.
The Ringtone Maker works in the US plus more than 65 countries and with most mobile phones that support real music ringtones and have Internet service through its carrier. No cables required, but you can download the ringtones and wallpapers from your PC to cell phone via cable, Bluetooth, or infrared. Unlimited access, no subscriptions or hidden fees; make dozens, 100s, 1000s of ringtones for every friend, family member, occasion, or mood and never pay for another ringtone. Pros: I was able to convert my mp3 songs into ringtones and get them to my phone with no problems so it does what it said.
Cons: None so far
Summary: I like the fact that it is very easy to use. It didn't took me more than 5 minutes to have my ringtone.

"Works with Windows 7 and it's really good"
Pros: I've just downloaded it to my new Win 7 Ultimate x64 and it works like a charm even if it's not in the compatibility list yet.
I got confused about the beeping sound as well but that's only in trial version, I got rid of it in the full version.Cons: For the moment none. I've been using it for about 2 days now and it works as expected. If I'll find something I'll get back here

Pros: None. I have nothing nice to say.
Cons: I used the Ringtone maker trial and when I downloaded my ringtone to my phone there was this obnoxious beep in the background. It wasn't a one time beep either, it was every second a beep. Thankfully I didn't purchase this software
