CNET Editors' review
When Word is too much and Notepad isn't enough, you might want to give TextPad a look. The text tool requires little drive space, but comes with a surprising array of unique features that are especially useful for programming tasks. A group of simple formatting tools such as indenting, line numbering, character transposing, and condition-based word wrapping help keep code in order. It offers excellent customization features, letting you create formatting and code coloring specific to whatever language you're programming in. Those looking for a robust tool for low-end desktop publishing will be disappointed, however. TextPad works best for programmers and other people who need a full-featured tool for plain text.
Publisher's Description
From Helios Software Solutions:
When just getting the job done is work enough, the last thing you need is to waste time having to learn yet another computer application. Your experience with other tools should be relevant to each new application, making it possible to sit down and use that new application right away. That's why TextPad is so popular. Whether you simply need a powerful replacement for Notepad, a tool for editing your web pages, or a programming IDE, TextPad does what you want, the way you would expect.
What's new in this version: Version 7.0 includes unspecified updates.

"Nearly perfect"
Version: TextPad 7.0
Pros
I have been a paid user of TextPad for more than 10 years. It has a lot of features that I love. However, only recently, when I started to work with XML files, I noticed a drawback in TextPad. The highlighting scheme cannot accomplish the coloring scheme that's offered by most XML tools where the value is in a strong color and tags are in a less strong color.
Cons
However, only recently, when I started to work with XML files, I noticed a drawback in TextPad. The highlighting scheme cannot accomplish the coloring scheme that's offered by most XML tools where the value is in a strong color and tags are in a less strong color. I wish the author can find a way to do it. You can try the NotePad++ (free) to see what how XML files are displayed.
Summary
I will keep using TextPad for most things. But, I have to use NotePad++ for XML stuff. I wish TextPad can improve in this aspect. It would make it perfect.
