Squawker is a small application I wrote for use in the Network Operations Centre of an ISP where I once worked. The program listens on a UDP port for messages from various servers on the network. On receiving a message, Squawker then uses the built-in text-to-speech capabilities of a Macintosh to read this message aloud. It will also optionally record the IP address of the machine sending the message togther with the text of the message in the system log on the receiving Macintosh.
