Completely resizable, adjustable transparency, the best pixel ruler out there. Measure items (in pixels) on your computer screen. Use scroll wheel to adjust the transparency of the ruler. Completely resizable. Adjust the size of the ruler to fit your needs. Can drag the bottom right corner of the ruler to make the ruler a box view. This allows you to measure height and width at the same time.

Good set of features but...

Cons
The program won't event start in your computer until you install 300MB stuff of Java. Steep learning curve. Too big. Hides stuff beneath it.
Summary
If you just want to download right now and use a screenruler this is NOT the tool for you. If you have some spare time and computer space to install and configure Java, and then some time to read its manual, then maybe you will like it. Please note that Firefox marks Java and 'serious security threat' and disables it.
