Making your own custom greeting cards can be a lot of fun, and there are numerous programs out there that can help you with such a project. Photo Card Maker is among the more basic options; it's a good choice for anyone who doesn't need a whole lot of features, but it will likely disappoint those who expect more sophisticated results.
The program's interface is plain and fairly easy to figure out, with its major features represented by a set of icons across the top of the screen. Photo Card Maker comes with 32 templates, which are organized in categories including cartoon, Christmas, general, seasonal, holiday, sport, travel, and other. Additional templates can be downloaded from the publisher's Web site. The text on the templates doesn't always make sense--one template featuring a scarecrow in a field includes the caption "I hope you happy"--but fortunately the text can be edited. It's fairly easy to resize and rotate images within the program to fit the spaces in the templates, but for templates that feature circular spaces for images, users will have to crop their photos in another program. Photo Card Maker comes with an exceedingly brief Help file, but most of its features are pretty easy to figure out. Overall, Photo Card Maker didn't particularly impress us, but it's not bad for a free, no-frills photo card maker.
Photo Card Maker comes as a ZIP file. It installs and uninstalls without issues.

"Might be what you're looking for but I didn't like"

Could be suitable for your requirements if you don't mind the layout and if you happen to find a template to your liking
Cons
32 templates come with the program, all are landscape format and none portrait. It was only after I re-read the review on cnet download page that I saw there are 100 more templates on authors website.
Summary
Categories included with the program are Cartoon, Christmas, General, Holiday, Seasonal, Sport, Travel and Others. Note that Birthday is not included in these. One template read, "I hope you happy." Not exactly my standard of English. Overall, I was not impressed, and I uninstalled it without trying it.

Great for making quick photo cards with built-in templates, plus more templates that you can download for free from the maker's website.
Cons
It is limited what it can do, but what do you expect for nothing? Believe it can only make a single sided card. But hey, that's what I wanted it to do anyways as I use it to print out 8x10" photo collage cards from Walgreens.
Summary
For the price (free!), this comes in handy when you're looking for that small program that can help you make a quick greeting card from your photos.

Simple to get the hang of (though see below for more). Good range of card styles.

Itcan be tricky to recognise just what the program wants you to do (especially with downloading - and unzipping - new templates.
