Needs one extra hint.
After email messages are retrieved, they're in a folder as .eml files.
OE didn't have any recognizeable Import options that would work.
To "import" into Outlook Express, you need to drag and drop the .eml files!
From a Windows Explorer onto a running Outlook Express (a folder? the folder preview pane?) .
