CNET Editors' review
IcoFX allows users to create custom icons using a variety of tools. The program's intuitive interface and many features make it a great choice for creating icons.
Much of the program's interface will look familiar to users who have experience with Microsoft Paint, although IcoFX is a little more polished. The program displays content in seven panes, all of which can easily be enabled or disabled under the View menu. One pane helpfully includes a tree layout of the user's computer files, while another holds a preview of the contents of a selected folder. This makes it easy to browse through your computer and find the files you'd like to work with. Users can start with a preselected image or create icons from scratch, and it's easy to do both. The online Help file gives detailed descriptions of the program's functions and also offers a set of tutorials. The program includes all of the standard image-editing functions that one would expect, along with a few standouts. Users can easily convert Macintosh icons to Windows icons, and vice versa. The work area can be viewed at an impressive 10,000 percent, allowing users the ability to do very detailed editing. We also liked program's powerful opacity options. The program is easy enough for novices to use, but it contains features that will be appreciated by more-advanced users as well.
IcoFX is free, and it installs and uninstalls without issues. We recommend this program to all users who are looking for a powerful yet easy-to-use icon editor.

"This program is a lot of fun!"
Version: IcoFX 2.3.1
Pros
* Quite easy to use (standard photo editing).
* Allows you to make beautiful icons and cursors (fixed or animated).
* Fun and Creative.Cons
Haven't seen any.
I had a tiny bit of trouble at first when I tried to make just one icon and use it. For some reason, when I made a single 256x256 icon the icon had a lot of extra space, and the image was small with a huge border. When I instead made the "recommended" set of icons, it worked like a charm. Dunno why.Summary
I have totally reorganized my desktop thanks to IcoFX and it is gorgeous. I now have every icon on my desktop in a folder which has been personalized with pictures. For example, the "My Computer" icon now has a picture of my real computer with my real desktop pasted inside the icon. My "Recycle Bin" is a wastebasket with a bright and beautiful pattern. And I have my hunky German Shepherd, Storm, as an icon for interesting sites about pets. I like to think about some purchases before I make them, so I have an American Express Card image as my Things to Buy (maybe) icon. The possibilities are endless and I am already thinking of others!
I also personalized my cursor, so rather than a little white arrow, it's now a sinewy, highly-visible lime green hand-drawn arrow. I have an animated question-mark cursor with my arrow and a colorful question mark that fades in and out.
I have used Photoshop Elements to create some of the images or to cut them down (ie, remove the background from an image). It is a wonderful program. I like National Geographic for wallpaper - they have many images available for download.
This is a wonderful and fun tool for creating and editing icons and cursors that gets very easy to use as you learn the interface and what it is capable of. It can be used for Macintosh or PC - although my experience is on the PC.
At the current time, it is available for a month of use free, but I will buy it even if I quit using it - I already got my $45 worth. And I like to support people that have made a nice product.
I am now so proud of my desktop, I almost hate to clutter it up with open windows! -

"IconFX is a solid,easy to use,icon utility."
Version: IcoFX 1.6.4
Pros
A solid tool for creating, and editing icons. The interface is simple, yet powerfull enough to satisfy most.
Brought to us free of charge by IconFX.Cons
None as far as i can see.
Summary
I was able to convert some of my pictures to icons in minutes...a 'crop' tool is included as well.
Creating icons from scratch is straight forward with a color chooser,a toolbar similar to 'mspaint',a zoomed window to paint on,and has an 'actuall size' preview box to watch your progress.
The program does exactly what it claims. My icon utility search is over. -
"You will not find a Free program as good as this one"
Version: IcoFX 1.6.4
Pros
Does everything about icons. Nothing is missing
Cons
Does not support uni-code characters so if i want to open an image i first have to copy it to a directory with no uni-code characters, with is annoying. When it is time to save the icon i have to save it to a non uni-code directory and then move it!!
Summary
Please make it support uni-code
