This program aims not just to resize images but to optimize them for particular purposes. Picture Resize's interface looks welcoming, and the minimal help displays right in the interface. A pull-down list lets you resize images to make them suitable for e-mailing, burning to a photo disc, displaying in an instant-messenger program, or publishing online. The Make It Fit utility helps you find image parameters that will create a file of a specific size.
The program also helps you instantly resize multiple files. You can set the Custom option easily, though apparently you can't edit the presets. However, you will find a built-in image editor with basic features, such as drawing tools and a rotation utility. The included tools for creating slide shows and icons are fairly basic, but we consider them nice bonuses.
Folks looking for an easy-to-use image-resizing application with a few useful extras should give this one a try.

Summary
I've tried quite a few image re-sizing applications, and this is by far the very best! I don't know how they do it, but they've made an app that will re-size your image without diminishing the quality. To be fair, I haven't attempted to to enlarge any images, I've only shrunken them. So I can't speak to how it handles enlarging, and generally speaking I don't think you can ever enlarge images and have the quality look good. But who knows? Maybe this app does just that! But like I said, it does an outstanding job of shrinking your images, and you can keep the aspect ratio or you can choose your own size. Either way, the quality is left intact!
And of course one of the best features...IT'S FREE!!! So a big thank you to the developers for this top quality application. -

Very intuitive to use, powerful for the functions included, has defaults for common use for those not familiar with what size might be right, just the right amount of tools for the casual user. Batch mode was a nice plus.
Cons
None for me.
Summary
This is one of those gems you just stumble across, I needed to resize some pics and don't do a lot of that kind of work, and I did not need the complexity of a high end photo tool, this really hit it perfectly, all the features I needed for resizing and some picture manipulation. The actual job I got it for was done a few minutes after loading this, if I needed more I would gladly pay them, the program loads clean, no call home updaters, installs clean, and does just what it says.

Easy to use and I found it did a pretty good job at no more than twice the size of a smart phone picture.

I think that the pictures become a bit blurry but I am also a bit fussy with my edits.
Summary
It's pretty good as a quick fix to a small picture but I think that anytime you are adding ficticious pixels to a photo you are sacrificing quality. In the case of smart phone pictures one really don't have much of a choice if you want a larger format.
