From Microsoft :DHTML Editing Control for Applications is a redistributable component that is available for Windows Vista to enable compatibility for MS Access 2003, and other applications which previously relied on this control in Windows XP and Windows 2003. The DHTML Editing Control for Applications provides HTML editing capabilities in a WYSIWYG design surface made available as an ActiveX control. The redistributable package only contains the for Applications version of this control. The for Applications version of the control can be used with client applications, but cannot be loaded inside Internet Explorer. This version is the first release on CNET Download.com.
