BurnRights allows you to modify the access rights for the CD/DVD/BD devices

BurnRights is a lightweight and portable app that lets you modify users' access to CD, DVD and BD devices. It can be easily configured.

Since installation is not a requirement, you can simply save the EXE file to any location on the hard drive and run it immediately.

As an alternative, you can move BurnRights to a USB flash drive or similar storage unit, in order to run it on any computer with minimum effort.

What's important to mention is that no items remain in the Windows Registry or on the hard drive after removing the program.

The interface of BurnRights is represented by a standard window with a plain layout, where a list of all available CD/DVD devices is automatically loaded at startup.

You can select any device from the list and establish user access. For instance, you can allow all users or just the administrators to burn a disc. The current access right details are shown on the bottom part of the screen, and they include the account type and access type, together with the domain. Applying the new modifications is done with the simple click of a button.

Summary
If you have XP Pro, run gpedit.msc and enable the policy for "restrict CD rom access to locally logged on account." That worked for me.

Could not evaluate whether this program worked.
Cons
I downloaded this to avoid waiting for our company IT staff. They reserve admin privileges for themselves, so I could not burn CDs. This program won't help my specific problem because it requires an admin log-in anyway.

Great altarnative to Nero BurnRights, which require instalation. 1MB in size, can be deleted after run.

You grant permission to burn to everyone as administrator, but users still do not see the burner in burning software (cdrtfe in my case). Use NeroBurnRights instead.
