The iCloud Control Panel is required to use Photo Stream, Mail, Contacts and Calendars (Microsoft Outlook 2007 or later required) and Bookmarks (Safari 5.1.1 or Internet Explorer 8 or later required). Cloud Control Panel makes it easy to keep your contacts, calendars, and bookmarks up to date automatically between your iOS devices, Mac, and Windows PC. You can also share select photos with friends and family using Shared Photo Streams, complete with notifications and comments.

does NOT TRULY 'SYNC' - contacts or calendars (very troublesome Reminders/Alarms issues as well..)
Summary
iCloud Control Panel is not an adequate cross-platform interface due to the inherent limitations, extended requirements (eg: Outlook), and pitiful and agonizing complications..
