Toolbar preview lets you see what your new skin will look like before applying. You can submit your own skins to the gallery for others to enjoy, and you can change Internet Explorer's title. You can also select your own skin from any jpg or bmp file.

"Here is your wake up call people!!"
Pros: Newbies dig it.
Cons: Junk like this has NOTHING on Mozilla Firefox which comes with it's own search bar. HOTBAR IS SPYWARE!! STOP USING IT!! This probably is too, don't use it either. Internet Explorer sucks. If you have to have a search bar and HAVE to use IE, use the Google search bar. If you can, stop using IE and use Mozilla Firefox.
SUPER CON: @$$holes that make products like this leave me unfair negative marks becuz they don't like that I'm ruining their ill-gotten business. That would suck REALLY bad if I didn't care.

Summary: You can put pretty scenery at the top of your explorer, plus change the color of text (if need to see it better) and you can change the background color, which also changes the color of your outlook express bars. I love it!
