Whats going on?
If you can't figure out how to use this, you completely suck with comps. I mean REALLY. Easiest thing to use i've ever seen, just click the button.
This thing is corupted
Contrary to other opinions written, this small utility works great. The fact that all it does is extract a text file helps I guess... For those of you who can't figure anything out on your own, here you go: When you unzip the file, there will be an executable. Open it and choose your RA or RA2 folder. It will extract RULES.INI to the folder that the extractor is in. I highly recommend making a backup copy of RULES.INI BEFORE you go modifying stuff. Once your modifications are complete, copy your modified RULES.INI into your RA or RA2 folder. That's it! Just play around, but I'm warning you: some modifications I made made RA2 crash. It is a good idea to read the developer's notes to each other in the .ini file.
What Am Is Supposed to do with this, its crazy, ihave no idea how to work it
I'd say it's useful for cheating
