CNET Editors' review
Some photo-editing programs are meant to make serious improvements to images, while others handle the finishing touches. Photo Finesse is made for the latter, letting users add borders and effects to images that are otherwise ready to go. It's far from being a full-featured editing suite, but the features that it does offer can add attractive polish to your images.
Photo Finesse's interface is intuitive and easy to navigate, making it appropriate even for inexperienced photo editors. The program's features are arranged in tabs. Users can first crop or zoom in on their image. The next step is selecting a border, a feature that we thought was pretty cool. Users can choose the color, width, curvature, and fade of the border, and can even use a second image as the border, merging two images into one. This feature was a lot of fun to play around with and can lead to some really interesting results. The program also has adjustments for brightness and contrast, and a trio of effects: sepia, cartoon, and canvas. A built-in Help file gives a brief overview of the program's features, although it lacks actual instructions for using them. Our main complaint about Photo Finesse is that there doesn't seem to be a way to start a new project without shutting the program down completely, a process that takes longer than you'd expect (and that displays advertising while you're waiting). On the whole, we thought that Photo Finesse was fun to use and that it produced some pretty nice-looking results. It can let even novice users create artistic effects with their images.
Photo Finesse installs and uninstalls without issues. We recommend this program to all users.
Publisher's Description
From Golden Apple Software:
Create stunning photographs with ease. Photo Finesse allows photographs to be cropped to standard sizes, and any area can be zoomed. Once cropped or zoomed, the image can be "dragged" to show the desired area. Borders can be added with a single click. The border size, curvature and fade can easily be adjusted. Borders can be plain (any color), or preset images can be used to create effective graphical borders. Custom borders can also be used to blend two images. Photo Finesse has three main effects. Sepia adds a warm reddish brown tint to create antique looking pictures, Canvas adds a textured look to images. Cartoon converts photographs to cartoon images. Brightness and Contrast can be adjusted. Unlike traditional graphics editors, any change applied to a photograph can be modified or removed at any time. Photo Finesse ensures that your photograph will look great when framed. It prints photographs at exactly the required size, and also allows images to be saved at the correct aspect ratio for professional printing or displaying in digital photo frames.

"Possibilities Are Endless Using Your Own Photos!"
Version: Photo Finesse 2.03
Pros
The software comes equipped with its own free images to use, although its count is 17. The smart way to go is to use your own. The program allows for high/low contrast, brightness differential, sepia, cartoon and canvas. You can adjust the sizing.
Cons
A little more tweaking would have been nice in the border/frame/curve area to fit the photos tighter. The sepia effect is the only color effect other than the gray, would be nice to see more. The canvas should spread out to the whole photo, tho.
Summary
There is a border feature allowing for width, curve and fade. You adjust the controls. With 17 images to work with, you can have fun yes, but having the option to add your own photos instead more than doubles the fun greatly. Brightness/contrast easy to use. Sepia works with a color blend, canvas only brings out a texture on the second pic and the cartoon effect may work for you on certain photos.Overall, easy to use for a novice and fun. Creative to use for the more experienced with a stock of photos. I'd recommend it for those who deal heavily in imaging.
