This is the only program on the net I could find, which has over 150 custom filter and the use of over 200 photoshop style filters without the need for photoshop to be installed. With the price tag under $14, I had no problem in paying it. One filter in the pasted cost me $99 for just one effect for a certain customer and it works on Vista.
Cons
The paint program is simple and has the feel of the old days, of plain pixel editing. No Layers here. Except for the Clipboard layer. Never the less I don't have to use Windows Paint anymore to do it in.
