Easy graphical interface.

Had to download 3 times to get a good ISO. Use the sourceforge server.
Summary
Worked on XP and Windows 7 on older (2 years) hardware. Could not load the driver (ATI) for the video card on my new laptop. Only failure I found. I would recommend ths tool.

This cnet download is crap, this is a bootable CD in the form of an ISO image, this download is something else. Here is the program on source forge: http://sourceforge.net/projects/pcloginnow/

I fully confirm the comments of sixit. When the product's homepages states that this product is free for everybody, it's simply not true. Unfortunately the version offered here by CNET is not working neither.
Summary
After several attempts to download this product and to burn it on CD I still have doubts that it really exists. Until now couldn't get it to work. I will do a last try and use the link mentioned by sixit above.

when I tried it on my desktop it said that my graphics card was unknown and I had to reboot (what does the graphics card have to do with anything?)

Liable to leave system in a corrupt state. Won't release GPL code as required. Advertises as free then tries to charge.

Risky. Too risky. And unethical.
The "author" / company is a liar and a thief. The software is just a Linux boot CD with a few scripts and open-source tools. You won't find the required GPL source code on the company's website nor will you find any mention of the required licenses on the site. Furthermore, the author claims that the software is now "Free" and that "Everyone can download PC Login Now (Full version) and use it for free". Not true. When you go to the download link you'll find that it is now you have to buy some of their software to qualify for the free download: "PCLoginNow download is now only available for PC Disk Tools customers. Only PC Disk Tools Customers who has ever purchased any of PC Disk Tools products can download any of the freewares issued by PC Disk Tools."

"Use it as a hack to recover from a problem."

Pros
It is able to provide Admin access to a limited user, and get past password loss issues. I'd consider using this under certain last resort rocovery connditions where an administrator is not available.
Cons
The software is not stealthy. This software leaves any user it updates in a corrupt state. While the user can operate, the user profile can not be switch back by any means to a limited user and it can not be deleted either. "The specified account name is not a member of the local group."
