Whether you're a serious theme builder or a Desktop dabbler, this colorful and pleasant icon editor provides all the tools you need. IconCool Icon Editor displays images as grids of cells, each cell representing a pixel. You can preview icons in many standard sizes and color depths. Editing options include rotation, drawing, and cropping. The program displays an easy-to-use color palette at the bottom of the main window. By clicking on the palette with the left and right mouse buttons, you can keep two colors of ink handy. You can easily create and edit animated icons and view them against various background colors. As a nice bonus, the program can send buddy icons to AIM. But it does have shortcomings. It doesn't let you close an image without closing the whole program, and you can't have multiple windows open at once. Still, with its powerful feature set and elegant design, IconCool Editor will appeal to users of all levels of expertise.Publisher's description
From Newera :IconCool Icon Editor is an icon editor that has all the functions for creating and editing ICO, ANI, CUR, GIF, JPEG, WMF, EMF, TGA, and WBMP files. You can convert images in 25 formats to icons, and you can modify or replace icon images in EXE, DLL, ICL, or any other format directly. The program includes 60 image filters, including blurring, sharpening, embossing, diffusing, and color balance. It has 15 image effects, including linear gradient, radial gradient, rectangular gradient, WAV, 3D shadow, 3D button, text gradient effects, noise, and arbitrary rotation. It has a smart image-capturing tool, which can be used to capture various-size images from desktops or from any other software. It supports Windows XP icons in 32-bit color depth with an alpha channel, and now you can create semitransparent XP icons.
Version 5.72 build 80718 includes improvement for JPG format saving and Vista icon creating.

"DOESN'T RUN - CAN'T FULLY TEST"
Pros: Installer works
Cons: Program doesn't run when installed on Windows XP Professional (a.k.a. the most popular operating system of all time). Program opens, then freezes with only title bar visible (albeit unusable).
Summary: Testing not possible due to lack of software functionality. Software doesn't run properly.

Summary: i was looking for an editor to covert jpg or gif into ico file. was excited reading its introduction but found out this program does not work and many others felt the same way. two thumbs down ..
