Whether you're a serious theme builder or a Desktop dabbler, this colorful and pleasant icon editor provides all the tools you need. IconCool Icon Editor displays images as grids of cells, each cell representing a pixel. You can preview icons in many standard sizes and color depths. Editing options include rotation, drawing, and cropping. The program displays an easy-to-use color palette at the bottom of the main window. By clicking on the palette with the left and right mouse buttons, you can keep two colors of ink handy. You can easily create and edit animated icons and view them against various background colors. As a nice bonus, the program can send buddy icons to AIM. But it does have shortcomings. It doesn't let you close an image without closing the whole program, and you can't have multiple windows open at once. Still, with its powerful feature set and elegant design, IconCool Editor will appeal to users of all levels of expertise.

Pros
The free version of this program makes good icons in a variety of sizes. It comes with a good help file.
Cons
Unfortunately, sometimes it seems to get a contrary fit. Instead of getting an icon, your preview is either solid black or simply white. I can't find anything in the help file to explain this, let alone to tell me what to do about it. Closing and reopening the program doesn't help, but when you come back another time it may work beautifully.

When it works, I love it. When it doesn't, I hate it.

could not get past the first panel, it wants to update to a new panel so I could not use the free registration. No uninstall, so had to remove manually, if it is wants to be difficult...its outa here!

See if you can make the free version work. In my opinion...that is a woeful effort.

OK for only basic limited icon editing, but the Cons outweigh the Pro

Not Freeware as it claims Very limited functionality Difficult to use Does not integrate well with Windows 7 Does not show up in my installed programs to uninstall The program's uninstall feature leaves garbage behind The maker is constantly trying to sell you their other programs, and if they're as bad then you're in trouble.

Do not waste your time. Definitely do not install.

malware Secretly installed the connect toolbar in my browser Hijacked my IE and chrome browser, changing the homepage and giving me junk ads. Changed my default PDF viewer so an ad came up for their PDF viewer every time I tried to open a PDF

I can't understand why CNET gave this a positive rating. I have always trusted them to only rate malware free programs. Took me two hours to completely unload this. I just hope I got it all.

This is really just a spam delivery system. The UI is basically and advertisement for their paid products.

Does not support transparencies. Does not allow batch process. Does not allow multiple icon sizes within a single file. Terrible user interface.

Why CNET has chosen to rate this program as highly as it has is unknown to me as it does not merit such. This is a terrible program. ***** This program does not appear in program files and you will still need to track down and manually delete associated files installed by this program after you run their uninstaller. This program is not worth the time. IcoFX is an excellent free to try program.
