I have been using this little program for a while, but since my other PC die at the sudden I could not remember exactly the name of it so I search for file joiner and found it on cnet.com.
This program runs so smooth and I have no issue what soever with it, once you point the path, in joining it will find the first part for you, if there is any truncated part, it will warn you.
With a little configuration, like assign path for joining or splitting, the FS&J 3.2 is straight forward to use.
And don't forget, it's completely free.

The best thing I can say about this program is that it works. It also automatically starts if I double click a .001 file and that saves a bit of time over some of the other programs.
Cons
It is a resource hog. Seems to slow down my computer a lot and tie it up if I try to join more than one set of files at a time.
Summary
Probably 3.5 stars but I upped it because I continue to use it. So, it has been useful for a couple of years now and that is saying a lot.

It's the little things that often make or break programs. A program should allow the user to cancel if need be, and at the very least simply exit the entire program without the process continuing any further. This is especially true when splitting very large files. If you decide, "Oops, I didn't want to do that..." - too bad, you're either waiting for the whole thing, or using Windows Task Manager to stop the program.

Its fast, very fast for what it does, and very easy to use. It joins the 001 type split files one is most likely to download and find in need of joining.
Cons
Nest itself into the system and the installation isn't very transparent. At one point, my Anti-Virus (Avira or Kaspersky, can't remember) identified it as malware. I got rid of it at that point and haven't reinstalled it since.
Summary
The pros outweigh the cons. If I were sure it was malware free and if it also were Windows 7 (64-bit) compatible, I'd prefer it over command line and other tools for the purpose for its speed and ease of use (the interface compares in its favour too). Unfortunately though, I'm not and it isn't.

2 things suck. 1st, it only installs in \windows\system 32 so it's a pain to get out. 2ndly, it will NOT join anything unless you've split it with this software FIRST.

I was hoping for something to join files, period. I don't care if I've split them first or not but this program won't do it.
Btw, the only way to remove this dumb program is to use the installer as if you want to install it again, and it'll reach a point where it realizes it's already installed and if you hit the restart as it asks you to this will remove this pain in the butt from your computer.
