Tweaks.com Logon Changer from Advanced PC Media is a free Windows utility that lets you customize the Windows 7 log-on screen by substituting your own image.

Logon Changer opened with our current Windows log-on screen displayed in its main view. Aside from buttons labeled Change Logon Screen, Test, Revert to Default Logon Screen, and About button, there's not much by way of controls in this simple tool. There's no Help file, but there wouldn't be much ground to cover in any case. We clicked Change Logon Screen, browsed to an image, and opened it. Logon Changer displayed our new log-on screen in its window; clicking Test brought up the log-on screen itself for inspection. We had to log on again, but none of our work was lost. Clicking Revert to Default Logon Screen restored the old blue view of the default screen.

We quickly realized that Logon Changer fills the screen with the selected image, whatever its proportions, and that the display looked best when we selected images that closely matched our screen's aspect ratio. When we changed images, the program noted the change and saved the previous images in a backup file. And while it's tempting to use high-resolution images for quality, Logon Changer only accepts images that are 245KB or smaller. However, it will automatically create and use a compatible copy of a large image, if you let it. Our only complaint is that the program doesn't automatically return to the just-accessed folder when we changed images. That's a minor quibble, considering what Logon Changer does.

Now Works On Windows 8-Great!

This updated version now works on Windows 8 as well as Windows 7 and also works on Windows 10. Easy to use without having to edit the system files.
Cons
None at all. Except it does not support Windows Vista. But you can use it on Windows 7 and 8.

This new updated version now works on Windows 8 and of course it also works on Windows 7. As you know on Windows 8 there is no way to change the default logon/start screen in the Windows settings alone. When you select change start screen nothing happens, but Tweaks takes care of this problem and now with this, I can changed my log on screen as well as the second start screen on my Windows 8 where I couldn't before. This new version also works better on Windows 7 than the old version did. With the old version when I changed my desktop on 7 the log on screen would switch back to default theme but with this new version that no longer happens as this is much improved. Pity it does not work on Windows Vista but there are other software's for that that do. I fully recommend this product to all Windows 7 and 8 users. Andrea Borman.

Pros
Program doesn't require installation. I set a personalized 600x450 JPG image as my Windows Logon Wallpaper (which is stretch to full screen). The program also indicates where you can find the old backgrounds archived.
Cons
Well, I didn't try JPG images bigger than 245 KB. Although, the 245 KB limit is imposed by Microsoft.

Pros
Excellent, does what it is supposed to and is completely free, no "try before you buy" marked as free. Legitimately free. Does it in a jiffy, and does not have anything to install.
Cons
Can only load JPG pictures, and they can't be over 245 KB in size, or it has to copy the photo and re-size and whatnot to get it in the proper file size range.

I definitely recommend this, as it actually works. I can't say much else than that. :3

Pros
GUI driven, let's you test your choice os startup picture, and if the picture you want to use is too large for the startup display (usually too high of a resolution), it makes a lower res version for you and backs up the original. Excellent!
