Compare the relative staffing difficulty for any facility using Broad River Rehab's "Staffing Elasticity Index", which normalizes facilities by number of residents and overall patient acuity. See if your facility is harder to staff than the one down the road or across the country.

Modify nursing rates for RNs, LPNs and CNAs for your region of the country or use average rates from the Bureau of Labor Statistics. Find the staffing level that will hit the star rating you want.

Set your minimum level of staffing using either expected levels (casemix) or whatever value you choose.
