No matter what themes, backgrounds, or colors you choose, certain aspects of Windows always remain the same. WindowBlinds doesn't revolutionize the functionality of Windows XP, but it does give you more control over the cosmetics through themes that change the taskbar and windows within the operating system. You'll find very good integration with XP in this release, as configuration options are easily accessible from the Windows Display Control Panel. The new WindowBlinds also gets high marks for performance; we found the skins loaded seamlessly after a couple of seconds. A performance slider lets users with slower PCs choose a setting that won't interfere with the normal operation of their machines. This release offers a few interesting thematic options, such as iSkin, which portrays the look and window control buttons of the Mac interface while retaining the functionality of the Windows Start menu. If you want to edit the themes through the program, you'll have to install the publisher's SkinStudio. Bored Windows users might get a kick out of WindowBlinds.Publisher's description
From Stardock :Customize the look and feel of Windows 2000 or Windows XP with WindowBlinds. It can change virtually every aspect of the Windows GUI such as title bars, push buttons, the Start bar, radio buttons, scrollbars and more. WindowBlinds is what Microsoft, nVidia, ATI, Nintendo, and many other companies use to provide additional visual styles for Windows users. Try it for yourself. WindowBlinds also supports changing toolbar icons, progress animations, and much more. WindowBlind 4.5 faster enables users to have semitransparent pieces in the Start menu.

Version: WindowBlinds 4.5
"Better than any other skinning engine out there."
Pros: Easy to use, loads quickly, and uses very little system resources (less than 1MB with most skins). Skins load just as fast or sometimes faster than the standard Windows XP styles. Supports changing explorer toolbar icons and progress animations, and can change any skins color. Plenty of skins are also available for download @ Wincustomize.
Cons: Demo limits some certain features in the program, and during Windows boot pops up a window reminding you to buy the software. A few rare, small glitches in the skinning engine (depending on which skin your using), but nothing serious. Some programs may not appreciate being skinned by Windowblinds, and may produce small graphical skinning glitches. Stick with the the uxtheme.dll patch if you want to keep XP skinning simple.

"Cool and fun! I highly recommend this download."
Pros: This software is very fun to use even though this download is a freeware you still get tons of skins.
Cons: Some features are disabled without buying the registered version. The limits in this sotware you cant change the skins color and additional stuff. Just plain fun.

Cons: if you dont buy the full version, once a day a pop up appears telling you about buying it. it disappears once u hit it, but i guess its a tid annoying. also its kinda hard to actually purchase it...go figure
