WinMerge is an Open Source visual text file differencing and merging tool for Win32 platforms. It is highly useful for determing what has changed between project versions, and then merging changes between versions.
It's free and open source. It has plugin support. With the xdocdiff plugin you can quickly compare MS Word and Excel documents (.doc, .docx, .xls, .xlsx) as plain text. Integrates well with Tortoise CVS/SVN. Excellent performance.
Plugins are disabled by default. xdocdiff plugin is a separate download. UI is a bit dated. No support for 3-way compare/merge operations.
An invaluable tool once you have it set up the way you want it. Take a look at KDiff3 if you need to do 3-way merges.

A friend showed me this tool a few years ago and I owe him big. It has saved my tail so many times I can't say. I certainly like the diff tool that comes with SVN but every time I use it I say "dang I need to take two minutes to config SVN to use winmerge instead!". I love this tool!
