"Simple but works OK"
Version: Total Menu 1.0
Pros
Works just fine. Not really free, since there is one button that can't be disabled (linking to the maker's web site) unless you by the full version. Easily customizable thru the XML file.
Not sure why people complain "it's not a program" - it is and it runs inside your browser but you need to write HTML to run it - it is designed to be used this way!!!
Cons
Only seems to work in horizontal mode - I did not see a vertical mode option in the XML configuration file. Three star rating, only because it is too basic and the free version is basically useless - it is a "demo" version with limitations.

"Not a program, just a swf and xml file."
Version: Total Menu 1.0
Pros
Handy if you know what you're doing and don't mind going through the XML code in Notepad to customise the menu. Oh and if you also want a handy link to the developer's site as your first button (until you register) then this is the tool for you!
Cons
It's not a program! It assumes a certain level of knowledge or ability to get what you want from it, you need a Flash editor (such as Flash MX) to edit the font and the first button always leads to the developer's site....just an advert.
