Are you new to RPG Maker? Or have you been using an older version for years? Either way, RPG Maker XP can deliver to you exactly what you're looking for. If you've never used an RPG Maker before, this one's as easy to pick up as any other. What makes it so special is that you're given the ability to edit scripts using the RGSS system. This enables you to do virtually anything with your games.
Even is scripting isn't your thing, RPG Maker XP delivers everything that other RPG Makers have, and then some. If you're looking to design your own RPG, I don't see any reason NOT to go with this one.
Personally, I'd give RMXP a 4.95/5. Check it out if it sounds even remotely interesting to you.
As much as an advocate as I may be for RMXP, I must say that there are a few things you should know before downloading it.
Basically, many of the functions of the older RPG Makers were removed from RMXP. Many were lost because they were, in essence, useless. Others, however, you may actually miss. Upon purchasing this program, you may notice that scrolling backgrounds can no longer be done, the battle system has reverted to that of RPG Maker 2000, you can no longer change chipsets as part of an event, etc.

No, not really. To reiterate, you can do pretty much anything with the RGSS system. Anything that you miss from another RPG Maker can be easily scripted into this one. And if you're not any good as a scripter, know that there is a vast array of scripts available for free download on the internet.
All in all, RMXP has only one flaw. Since this flaw can be fixed with RGSS scripting, I don't think it's anything to worry about. Just thought I'd tell you, though.
