Summary
I agree it was confusing, none of the functions or options were lit up and you cant do anything or click on anything. So I clicked on "file", "new", then just saved as "hello" on the desktop, now all the options are available to make payees, add bills, make payments...... opened it all up, I guess it saves it all to this file to work. Hope this helps anyone testing it out!

If I could get it to work, I think it would be just what I may be looking for.

Can't get it to work. Help button offers no real help.
I can only guess but I think the problem may be that it is not compatible with my 64 bit operating system? Perhaps it would work fine with a 32 bit system??? I don't really know! -

It's simple and installed fine for me (XP).
Cons
I added the payees fine. I added some one-off bills first and they appeared in the overview list. Then I added a re-occurring bill, but it didn't appear. I did this a couple of times with no sucess. So I decided to just use one-offs. Then I have no idea what happened, but one of the bills switched to recurring, and I couldn't edit it or change it (buttons blanked out). Then the couple of bills I had entered, all disappeared from the overview (note: all bills are due this week).
