From SoftBear :Pardon is a free dictionary program for your computer. It features extensive dictionaries in many languages including Spanish, French, and Swedish, and specialized dictionaries such as computer terminology. It has an extensive help system, free support, and support for third-party plugins. An internal browser enables you to download components so that you can read additional documentation and browse the Web while in Pardon. More dictionaries are available free of charge from the author's web site.
An optional payment of $10 can be paid to show your support for the program.

"Great dictionary, though it could expand"
Pros: Free, quick and requires little computer power.
Cons: No English pronunciation guide as this is important, and no audio pronunciations. Perhaps with some extra funds, they can give add this. Though it does its purpose.
