Pros: I'm no graphics professional, but I use Paint.net all the time. It's getting more and more useful, too. It installed really easily and now it always just works. Loads much faster than Photoshop and is way more useful than Photoshop Elements. More intuitive, too. That's completely ignoring the fact that it's FREE and there are no nag screens (if you look, you'll see an option to donate)
Cons: No Mac OSX version. Installing required Visual Basic.NET (also free) so if you're on a slow connection, it'll take a long while to download.

"Very complicated for a novice to use"
Pros: free
Cons: This is apparently NOT the program for a casual photographer who just wants to touch up and manipulate family photos and doesn't have a "Philadelphia Lawyer" status. Too much time is required to try to figure what the program can do and how to make it so that. Not much in the way of tutorials available if someone wanted to spend the time and effort, anyway.
