If all you want is a quick image retouch, Photoshop is overkill. Paint.NET, on the other hand, is an open-source freeware editor with all the essentials, including tools to crop, rotate, resize images, adjust colors, and create collages.
Paint.NET supports common image formats--JPEG, PNG, GIF, TIFF, and others--but not high-resolution RAW files. There are enough basic and intermediate effects and features to keep image-tweakers happy, though the red-eye removal tool is notably weak; those images may require manual attention.

"What a great program - 'specially for free!"

Pros
It's very easy to use, with almost no prep. Even a novice with graphics programs like me can jump right in and make it do what is required. Perfect for my needs.
Cons
I would have liked a basic overlay feature, but I can work around that. The proliferation of little work boxes is annoying.
Summary
For ease of use and orverall functionality, this program rates a huge thumbs up in my book, especially without a price tag attached. Given those conditions I can certainly overlook the few minor inconveniences I encountered, as opposed to the major problems my previous programs posed on my Windows 7 machine. It gets my job done quickly and efficiently, and even remids me when I've forgotten to save one of my images. I can't lose!
