If you just want to retouch images a bit, Photoshop is overkill. Check out Paint.NET, an open-source freeware editor with all the essential tools, including those for cropping, rotating, resizing, adjusting colors, and creating collages.
Paint.NET supports the most popular image formats--JPEG, PNG, GIF, TIFF, and others--but not superhigh resolution ones like RAW. However, you'll find such basic effects as Red Eye Removal, Emboss, Mosaic, and Oil Painting, and a few higher-end features such as Clone Stamp, Lasso Select, and Magic Wand. Like a full-fledged graphics package, Paint.NET even supports layers and an actions manager. The interface is very convenient, and the panels are semitransparent, so you won't need to hide them.
Version 3 fixes many old quibbles. Multiple-image editing is done through a convenient thumbnail manager in the upper-right corner of the app; blurry tool icons have been sharpened as well. Paint.NET is far better than Microsoft Paint, and given its free price, it's a no-brainer for anyone who does a lot of minor graphical tweaking.

Version: Paint.NET 3.05
Pros: Before you spend your hard earned money on any other photo editor/viewer, try Paint.NET 3.05. It has a ton of options for enhancing, or adding special effects to your photo collection. Not just photos from digital cameras, you can enhance your old photos, black and white or color. Paint.NET 3.05, has it all. Try it, it's free. 5 stars and two thumbs up!
Cons: Requires Microsoft .NET Framework 2.0 to be installed first, which is also free.(not really a con, just one more thing to download)

Pros: This has got loads of features to enhance/change your photos/images..
By far the easiest i have used not to confusing like a lot of the other image/edit tools are..
It has layers witch is unusual for freeware
this is perfect for beginners and more experincend ussers alike and all for FREE..
i am deff keeping this tool..
Cons: needs net framework 2,, 22mb

Version: Paint.NET 3.05
Pros: This is my first review (I hate doing these kinds of things, sorry), but I just had to add my two thrilled little cents. I'm pretty computer savvy, but some of the editing software available is so cluttered, mashed, and complicated it can actually cause me physical pain. Paint.NET is the opposite of all things wrong with these programs, and with a lot of software in general.
Its clean, adjustable interface; the ease of use on all of its functions; a learning curve similar to finger painting but with gorgeous results that can look professional-grade; and enough to satistfy both the novice and master in editing - I can't imagine needing much more!
A truely remarkable, fantastic program that gets nothing but love from me AND it's free(!!).
A huge thank you to all those involved in its creation!
Cons: It would be cool if it supported GIF, but I totally understand the reasons for not. I guess it's not really a "con" for me, anyway, but I know it's a bummer for some.
Also, I've noticed when using the Levels tool that if I hold the slider too long or do too many adjustments at one time the program will hang and crash (without being able to save). I've just treated that part with kid gloves and it's worked great. Please don't avoid PdN simply for that! It's an indespensable tool!

Pros: It is better than MS Paint surely.
It is FREE.
It is easy to use.
It has a friendly interface.
And it has the ability to add special effects.
Cons: It requires Microsoft .NET Framework 2 to be installed.

"Perfect for newbies to photo editing"
Pros: I thought this was totaly the best program for a 'computer' newbie (like myself)
Can now do so much to photos that I've never been able to do before (have tried a few programs but they are all way toooo confusing).
Everything seems to be only a few clicks away, and easy to follow.
Fully recommend to anyone who isn't a pro with other programs
Cons: Nothing, except having to download the 22.4mb Microsoft .NET Framework 2.0 item, not a con to the program itself however.
