"After XP SP3 install, Outlook Express will not load"

Outlook Express will not load with a strange error message about being out of memory, diskfull and a msoe.dll failure. Unfortunately you cannot remove Outlook Express because existing new download versions will only work with XP SP1 & XP SP2. When I try a new Outlook Express install it fails because it only sees XP SP3 and stops the installation.
