"Does precisely what it says on the tin..."
Pros: Definitely the easiest to use tagging software I've tried, and yet very powerful if you need to use the extra features, automatically generating tags from filenames (and vice versa) text files, etc. I particularly like the Winamp integration - right-click a track, choose "play" and you can instantly check if it's the one you thought it was! There's a handy option to invoke Mp3tag from the Explorer context menu too, which I find invaluable. (Despite the name, the program is not limited to MP3 tagging: it also does .wma, .ogg, .flac, and 11 other formats as well.)
Cons: Haven't found any cons whatsoever so far, unless it's that the program is slightly slow to start. It's very quick thereafter, though, so I find that easy to forgive...

Version: Mp3tag 2.39
Cons: I could not change the file name so I did not try any of its other features. I mean, no file name change capacity?

"Best Tagger - You'll Wonder How You Lived Without It"
Pros: Not bloated with useless features.
Powerful, customizable naming routines including the ability to use regex.
Can be called from the context menu.
You can tag your files exactly how you want them.
Once you've familiarized yourself with the program and read through the help file, you'll find that there's nearly nothing you can't do. If you think of something it can't, it probably does...you just missed it! ;)
Friendly support.
IT'S FREE!!!!!!!!!!! :D
Cons: A treeview of some sort would be nice for quickly selecting folders that contain individual albums. A small inconvience considering how tightly coded and well layed out the program is.
