A tool to measure distances and angles on the desktop. The distances can be measured in pixel, cm, inch, points or twips and the angle in radiant or degree. The ruler is almost transparent so you can have it on the screen, while you are working with the applications below. Additionally it has a screen loupe and a RGB value window. You can also draw points, lines, rectangles, bitmaps and text as temporary objects on the screen.
Version 3.3 adds screen cutter.

Pros
can measure accurately in pixel units on the screen
Cons
impossible to calibrate to inches accurately; very bad user interface
Summary
seems like "almost" what i was looking for. I tried to use it to measure distances on a drawing on a .pdf file. The problem is that I could not get it calibrated accurately.
The one way, through the "options" menu, was not fine enough to calibrate to better than 0.1".
The other way, with the "scale" popup, did not work.
Using windows XP -

Pros
Can measure lengths & widths at different angles, different units, etc. Can measure angles & coordinates. Highly configurable, too! Feature packed & fun to play with. Contrary to another's review, absolutely NO spyware detected!
