From Markus Bader :MB-Ruler helps you to measure distances and angles on the screen. The ruler is almost transparent, so you can have it on the screen, while you are working with the applications below. Additionally it has a screen loupe function, a RGB value window and you can place temporary points, lines, rectangles and polylines as markers on the screen.

Pros: A very good programme, alas it contains Spyware
Cons: installs Backdoor.Delf.eg trojan

"Great for online maps (can set scale, measure angles, draw onscreen)."
Pros: It's easy to use and allows you to set a scale. So if you're looking at a map and the legend says the scale is 2 miles per unit, you can set the scale and then estimate a distance on a map. It also measures angles and you can draw temporary items onscreen (points, lines, rectangles, and polygons).
Cons: The bottom of the tool has tick marks but does not label them. This is the only thing I like better about JR ruler, but I still use MB ruler most often.
