Top quality freeware - quite professional production.
Uses online resources, but with downloadable dictionaries, you can work without the internet, defining and translating words while you're on the move.
Should be considered as a viable alternative to the excellent WordWeb, which I have used for a long time, and continue to use.
Cons
In order to be 100% sure you don't use the internet, you'll need a good two-way firewall.
