    "won't download (saves as download.php)"

    Pros

    The web form forcing me to enter a 10-character 'pro' is inappropriate for this issue.

    Cons

    The web form forcing me to enter a 10-character 'con' is redundant.

    Summary

    Both Microsoft IE and Mozilla Firefox exhibit the failure-to-download symptom.
