From KSSWare :KSSWare Extended IP Filter & Monitor provide content filtering (ex.: HTTP, SMTP, POP3, MP3, AVI, RAR, ZIP, EXE, JPEG, and PNG) and can filter any IP, UDP, TCP (including speed limit), ICQ (by UIN), and ICMP packets using standard Windows filtering functions. Consists from filtering driver and Graphics User Interface with built-in command-line management. Also this program can monitor IP traffic (source address, destination address, protocol, speed, and size) and create rules for its blocking. Now supporting both x86 and x64 (AMD64) platforms. At this time this is the best freeware IP-filter, firewall and shaper for x64 (AMD64) platforms. Version 2.4.2489 may include unspecified updates, enhancements, or bug fixes.

"This product GREAT! Configuration is straight forward. Read bellow, and its Easy"
Pros: One of the best IP Filter/Blocker i have seen. YOu can specify the Protocol (TCP, UDP. and many OTHERS! ect...)
Cons: ***NOTE***
WHEN you click "Configuration - Fiter - Start," IT *BLOCKS EVERYTHING!
Install the Driver under the "Configuration -> Driver -> Install Menu" DO NOT click "FILTER -> Start" until you have enabled your ports, or this program will log your Internet OUT, Including remote DESKTOP!
To enable all connections Click "Default Action =( Pass ) On the scroll down menu Bottom middle of the GUI. THis means everything will be aloud.
If you want to block a Maciclous user, CLick "Blacklist" To block any IP you want. Use Subnet Mask 255.255.2555.0. Wich is default for most ISP
