Super super super outdated! I did not know this was made in 2001 when I downloaded it. Better choice is to learn from these sites:
Well... of course it's nice to know at least some HTML.
The title would lead one to believe it was intended to help someone actually put together a website from scratch. I don't know of anyone - today - that would actually WRITE HTML code to create a website from scratch. There are just too many tools to automate the process. If it's for personal use (where simple is better)... there are many FREE website building tools for various types of websites. And, if you are going to have a business website... it would be imperative to look into Joomla! (www.joomla.com) or WordPress (www.wordpress.org) or Drupal (www.drupal.org) or phpBB3 (www.phpbb.com) or a host of others. Then, you go look at templates, like RocketTheme (www.rockettheme.com) or many others (use Google). At the very least, the title of this article is misleading of the content. But, more importantly... there should be an article of real value in HOW TO MAKE A WEBSITE FROM SCRATCH.
Only a nerd would actually use HTML to write a website from scratch. It is better to use progressive tools and save the HTML for when you have nothing better to do with you time.
Easy to understand
Not really any I could find
I will probably keep refering to it.

i dont now
I like the guide itself. Good information
One thing I don't like is the layout. Side-by-side gives me a headache so I had to print it out. I know some say it's easier that way, but not really.

if u click "options" & "single page" u can read it w/o it giving u a headache.
I make alot of webpages each day, now the first thing I want you to ask yourself is, can you work a computer ? can you type ? can you go to websites ? man if you dont know how to make a webpage then yeah ok get this, but really, look up "html bed" on msn, dont put the "" and there you go, a safe way to make a webpage with out the risk of downloading somthing that might crash your system, ok later people.
