Pros
Once you get used to the program, it is every bit as good as Photoshop and I have created some works I am really proud of. People are surprised when I say they were created in GIMP and not Photoshop.
Cons
Very hard to get around at first. I had to keep referring to the manual and to YouTube. I still have a lot to learn and find the manual daunting, actually I mean, boring! GIMP could make the program a whole lot sexier, by using colour, more examples etc and much better YouTube demos.
Summary
Thanks GIMP for a great program, I am even suggesting we use it at my uni now instead of Photoshop, which is outrageously expensive for what it is. I want students to continue using photo editing software once they finish their course, so a free program like GIMP encourages them to keep playing with digital images.

Good intro. to learning the tools and functions. Tutorial videos are pretty good on youtube as well.

I do graphics at my job and use this FREE program over Adobe's Photoshop!

The Bottom-line is: I love this program. I've been using GIMP for 3 years now and am better at it then with Photoshop, to the point that at my job I use GIMP over the job provided Photoshop! and am getting others to convert over
While it takes a moment to transition from Photoshop to GIMP once you do you'll be hooked. I love the dock-lets, and with a dual-monitor system you can put everything on 1 monitor and then expand to full size the image on the other. Even with a single monitor, i still love being able to 'toss' my toolbox and other windows around without being beholden to the program's desktop, as with Photoshop. I can also have multiple GIMP files open and viewable upon my computer's desktop. To understand this, imagine how you can have multiple windows open and stack them everywhere. Same with GIMP, you can work outside its provided deskspace. Trust me, you'll love this feature, and wish other programs did it. (I use AutoCAD and Revit, and have pleaded with Autodesk to add this to their programs)
While I understand why I can't save images as a PDF, still wish I could. Instead I use GIMP then another prg if I need to save as a PDF, such as work-related images.
Overall, save your money for other things -- GIMP is a better program than Adobe's Photoshop -

close to Photoshop, but free. 10X better then paint. allows you to make amazing pictures, easily edits photos, allows you to fix scanned items, make cool affects for your pictures, and other things that I cant put down because limits.

it will be confusing to first users, but don't let that stop you. I didn't like it because of that, but after a while of using it im able to do amazing affects. didn't like the non-attached toolbar, now im used to it though.
Summary
at first I didn't like it and thought about un-installing it, but after a week or so of using I got used to it. after getting used to it I started wondering into using more of its deep abilities and now I can make amazing pictures. I love this program. My advice when your first get it is to get used to the basics and explore the extras to those basic tools like the brush, pencil etc, then go into the more complicated things, if you start picking things without knowing what they do you'll get horribly confused and frustrated.

Clunky interface, sorely lacking in some features (text editor is embarrasingly awkward and restrictive) and lacks the speed of other software such as Photoshop.
Summary
Probably the most powerful free image editor out there, however, it sorely lacks the polish and performance of other commercial software. The text editor is basic at best, the brush system is adequate but nothing to write home about and it appears that there is no equivalent to Photoshop's 'Actions'.
If you don't demand too much of GIMP and are willing to wrestle with it's interface, then you can't beat it in value. On the other hand, if you already own a copy of Photoshop, moving to GIMP would be like playing guitar with broken fingers.
